Open up Administrative tools and select Group Policy Management.

You will need to select the Policy that applies to the users/groups you require.
For example right click on "Default Domain Policy" and click "Edit".


A Group Policy Management Editor will then appear drill down to, Policies gt; Windows Settings gt; Security Settings gt; Account Policies gt; Password Policy.
Here are the Policy Settings that define how your passwords are enforced.
To turn on complexity requirements, double click the option and select the Enabled option.
